The appellant's case is that the matters revealed in the various reports commissioned in the context of the structured negotiations agreement give rise to substantial grounds for believing that there is a real risk that he will be subjected to inhuman treatment when detained in the County Jail sufficient to amount to a violation of his art. 3 rights under the Convention.
